Health and safety is important for the protection of employees, visitors to your premises and the cleaning contractor’s staff. Not only should a commercial cleaning company ensure premises are clean and infection risks are minimised, they must also have robust procedures and processes in place to safely deliver their cleaning service.

If you are looking for an office / commercial cleaning service, it is advisable to check the following with any prospective suppliers you meet with:

  • Have they had any reportable incidents with the Health and Safety Executive (HSE) in the last three years?
  •  

  • Do they have adequate insurance provisions? Ask for proof of both Employer’s Liability insurance and Public Liability insurance and check that you are satisfied with the level of cover.
  •  

  • A contractor should produce risk assessments and method statements for all tasks due to be conducted on site to ensure that these are carried out safely and all identifiable risks are mitigated. Request examples of risk assessments and method statements they have produced for other sites.
  •  

  • COSHH (The Control of Substances Hazardous to Health) is applicable to the cleaning products used for cleaning your premises. Ask the potential contractor for examples of COSHH data for the products they propose using.
  •  

Once you have appointed a contractor, make sure that they include risk assessments, method statements and COSHH data sheets in a site file stored on your premises. This is so that cleaning operatives can regularly refer to them and that they are available to first responders in the event of an incident.

TUPE stands for the Transfer of Undertakings (Protection of Employment) Regulations 2006. Where TUPE applies, this means that an employee has the right to transfer from their current employer to the new employer under their existing employment terms. It also means that they retain their continuity of service.

When choosing a (new) commercial / office cleaning contractor, they should be able to provide you with confidence that they can manage the TUPE process itself and also effectively manage any staff members that were cleaning your premises that transfer to their employment under TUPE. This is particularly important if standards of cleaning are currently poor or inconsistent or if you are experiencing disruptions in service due to planned or unforeseen absences of cleaning operatives.

The following five considerations are crucial when appointing a new cleaning contractor and where TUPE is applicable.

1.   Induction

Your new cleaning contractor should ensure that any cleaning operatives who transfer to their employment under TUPE are taken through a comprehensive induction process. This will provide employees with a full understanding of the company’s values, expected behaviours to underpin these values and what is required to deliver great service. It is also an opportunity to identify specific training requirements any new employee may have.

2.   Training and Development

Cleaning operatives transferring under TUPE should be provided with initial and ongoing training to ensure they can perform their roles well. This will preferably include accredited, industry recognised training such as training supplied by the British Institute of Cleaning Science (BICSc).

Accredited BICSc training can be delivered directly by BICSc Business Services. Alternatively, some cleaning contractors are themselves BICSc accredited training centres.

National Vocational Qualifications (NVQ’s) are also available in cleaning and support services.

3.   Supervision / Performance Management

As well as providing comprehensive training, it is important that your new office cleaning contractor has provisions in place to monitor the performance of any cleaning operatives transferring under TUPE. This especially applies where any cleaning operative has underperformed with their previous employer (either the previous commercial cleaning contractor you used or your organisation if you previously directly employed cleaning operatives).

Ideally your new office cleaning contractor will employ a team of field supervisors. One element of a supervisor’s role should be to regularly visit your premises to monitor service levels on an ongoing basis. You should also be able to easily contact your supervisor and / or your contractor’s office team to report any issues with the service you receive if or when they arise.

Where issues are identified, these can then be addressed quickly and effectively, either via the identification of additional training requirements or appropriate disciplinary measures.

4.   Managed absence cover

Consistency of service is key. Your new commercial cleaning contractor should have provisions in place to ensure you receive the same quality service in the event of any planned or unplanned absences of cleaning operatives. Your cleaning contractor will preferably employ a team of mobile cleaning operatives to cover for any absences. They should have ready access to your cleaning specification so that they can ensure that your premises are cleaned to the agreed requirements.

5.   Correct materials and equipment

If you have previously experienced poor cleaning standards in your premises, this could have been the result of poor-quality equipment or cleaning materials being used rather than any underperformance of the cleaning operatives themselves. Your new contractor should provide operatives with the correct materials and equipment to clean to the agreed high standards. They should quickly replace any equipment that becomes defective and have stock inventory processes in place to ensure that operatives do not run out of cleaning materials.

Poor communication can cause a breakdown in the relationship between a customer and a supplier. For office and commercial cleaning companies, this can ultimately lead to a customer cancelling their contract. As well as lost revenue for the supplier, this is not beneficial for the customer because of the disruption in service and the time required to source a new contractor.

To deliver great service, office cleaning companies must have clear lines of communication – not only with their customers but also internally.

Initial communication

Strong communication should start before the customer becomes the customer – i.e. during the quotation process. Not only should a detailed site survey be undertaken but a potential supplier should also ask the right questions to clearly understand the prospect’s needs from the outset. Only then can these needs be accurately reflected in their cleaning proposal / quotation / cleaning specification documentation.

Ongoing customer communication

Customers should expect key contacts at their office cleaning company to be easily accessible to report any issues, changes in requirements or for any queries they may have. This includes both members of the office team and, where available, field-based contacts (supervisors and / or area managers). They should also expect their supplier to listen and respond quickly. Where an issue has been raised, the supplier should update the customer on steps that have or will be taken to fully resolve it.

This allows for any problems to be fixed quickly before customers choose to look elsewhere.

Internal communication

Commercial cleaning operatives should be supported by and receive regular communications from the office team and also ideally a supervisor in the field. Cleaning operatives should feel part of a wider team and understand the values of the company they are representing. Communication is also key to monitoring their performance, identifying any training requirements and ensuring these are met so that standards of service remain high.

Commercial cleaning operatives should also have easy access to the office team and also a supervisor (where the cleaning contractor has a field management team in place) to request stock (both cleaning products and PPE) and to report equipment issues, accidents or any other issues occurring on site. There should also be a process in place for cleaning operatives to report unforeseen absences quickly and easily. Where time permits, this then allows for alternative cleaning arrangements to be made to avoid any interruption in the service provided.

Properly trained, competent commercial cleaning operatives are crucial in maintaining consistently high cleaning standards in your premises.

If you use a professional office cleaning contractor, they should already have invested time and resources in initial and ongoing training of their staff. If you employ cleaning operatives directly, it is your responsibility to ensure that they are properly trained.

Accredited training is available via the British Institute of Cleaning Science (BICSc).

Fully trained cleaning operatives provide the following:

1.    Hygienic premises

Operatives understand the importance of not only cleaning but also sanitising and disinfection. This applies especially to frequent touch points (areas that numerous staff members come into contact with) such as door handles/push plates, handrails and light switches.

They are also aware of and implement stringent colour coding practices to prevent cross-contamination within premises. The colour coding recommended by BICSc is:

  • Green – kitchens and food preparation areas
  • Red – toilets and washrooms
  • Yellow – clinical and medical areas

 
Hygienic premises reduce infection risks which, in turn, helps keep staff absences to a minimum and improves productivity.

2.    Health & Safety

Well trained office cleaning operatives know how to work safely. This minimises the risk of accidents and injuries in your workplace, either to staff, visitors or the operatives themselves.

Risk assessments and method statements should be compiled for each cleaning task. Well trained cleaning operatives are able to highlight where these need to be amended due to on-site conditions changing.

Cleaning operatives should be aware of the COSHH** requirements for any products that they use. For example, they should know how to use products at the correct dilution rates. If incorrect dilution rates are applied, cleaning results will be compromised (too much dilution means the product is ineffective, too little means the product could be harmful).

Well trained operatives use any equipment required to clean your premises correctly and also make sure that it is properly maintained. They will also alert their supervisor if any equipment is damaged or not working correctly. This helps prevent accidents and a replacement can be made before cleaning standards are adversely affected.

Correctly trained operatives also ensure correct signage is displayed where and when necessary (for example signage for cleaning in progress or signage for wet floors or trailing cables).

Properly trained commercial cleaning operatives help to ensure that premises are consistently clean and hygienic. This in turn helps to reassure staff that the workplace is safe and that their employer cares about their wellbeing.

Quality office cleaning requires consistently high standards. To achieve this, cleaning operatives need to ensure that the cleaning is delivered as per the agreed cleaning specification. Trained operatives should be able to easily follow any schedule.

Staff that have been well trained are more likely to remain in their role and this means consistently high standards can easily be maintained.

It is important that training is not only provided as part of an induction process. Ongoing training is also key in ensuring that staff add to the initial skills they have learned, remain aware of any changing regulations and keep up to date with the latest products, equipment and methods of cleaning.
